Brought up in Oxford, England, Alex studied English literature and graduated in 1999 with a first-class degree (99th percentile) from St. John’s College, Cambridge, and graduated in May 2001 from the graduate school of public policy at the University of California, Berkeley, developing an interest in government and human rights and co-authoring reports analyzing the costs of the US “Don’t Ask, Don’t Tell” policy and the admission of gays and lesbians to the British military for the Center for the Study of Sexual Minorities in the Military at the University of California Santa Barbara, Research Coordinator (March 21, 2001)
